The pencil work is by Girtin. This was copied from a sketch or, more probably given its size, a finished watercolour, probably by John Robert Cozens (1752–1797).
Technical notes:
This is one of the few ‘Monro’ drawings to have been executed on a Continental laid paper; compare Tate D36549 (Turner Bequest CCCLXXV 28).
