Finberg’s suggestion cannot be confirmed, especially as the old Houses of Parliament were destroyed by fire in 1836. To the present writer the setting looks more like a cathedral or large church, with Perpendicular choir stalls. Chester Cathedral has fine examples, and could easily have been visited from Tabley in 1808.
