The target of this print is the London art establishment, in particular the Royal Academy. Gillray is exposing a confidence trickster who duped numerous members of the Academy into believing that she could reveal to them the so-called 'Venetian secret' which would enable them to paint like Titian. Titianus Redivivus literally means 'Titian Born Again'.
