As Tate announced Circuit, a £5m national arts programme for 15–25 year olds, funded by the Paul Hamlyn Foundation, Tate director Nicholas Serota and artist Jeremy Deller took the opportunity to discuss why arts education matters, and the threat to arts subjects in secondary schools under the government’s proposed Ebacc certificates, which will replace GCSEs.
