This sketch, drawn with the book inverted, may depict a view of Liverpool seen from across the Mersey. A similar view of a town with the same dome and spires is depicted on folio 53 (D25737) where the sun and its reflection in the water are also shown. Turner made several sketches of Liverpool in this sketchbook, see folio 3 verso (D25648) for references.
