Probably a view in Brittany, at Pont-Aven, where O’Conor spent much of his time from about 1892 until the early 1900s. He was on friendly terms with members of Gauguin’s circle there such as Armand Seguin, and from 1894–5 with Gauguin himself, but this particular work is in fact closer in style to Van Gogh.
